​American OSHA ladder safety standards say to avoid carrying "any object or load that could cause the employee to lose balance and fall.” ​
And the Australian WorkSafe Act's Best Practices for Ladder Usage has an even clearer reality check: "Make sure that any solution (risk control) that is used or is available for use to control the risk of a fall is properly maintained."​
